Management Team

The management team of SBRSA is made up of the following roles and responsibilities:
 
Executive Director & Board Secretary – David Smith, P.E.
Overall direct responsibility for the operation and maintenance of all the Authority facilities, personnel, finances, and Secretary to the Authority Board and Joint Oversight Committee.

Laboratory ManagerHossein (Mack) Rahimi
Day to day management of laboratory activities. Air and water permit reporting compliance.

Human ResourceAngela Christiano
Coordinate hiring and discharge of personnel, manage employee health and benefits plans, act as Assistant Secretary to the Authority Board, compile and distribute monthly Authority Board books, manage workers compensation claims.

Finance Director / Chief Financial Officer – William Chong, C.P.A., Q.P.A.
Responsible for budgeting, financial reporting, purchasing, payroll, banking, audits, internal control, policies and procedures, loans, debt financing, grant management and insurance. Also serve as Joint Insurance Fund Commissioner.

Finance Clerk – Vacant
Billings, accounts receivable, payroll, journal entries, bank reconciliations, and all other accounting associated function.

Purchasing Agent – Lisa Walker, Q.P.A.
Purchase orders, accounts payable, vendors, procurement contract management and all other purchasing related function.  Also serve as Public Agency Compliance Officer.

Manager of Engineering – Christopher M. Doelling, P.E.
Oversee engineering and construction activities, regulatory and permit compliance, safety, laboratory operations, SCADA, instrumentation and flow measurement, and acts as Executive Director in the Executive Director’s absence.

Staff EngineerKyle Hinkel

Information Technology Manager – Matt Thomas
Day to day management of IT related activities, SCADA, and website maintenance.

Assistant Information Technology Manager – Ronald W. Hess Jr.
IT related activities, SCADA, and website maintenance.

Plant Manager – Kyle Stewart, S-4, C-3
Responsible for the day to day operation and maintenance of the three treatment plants and three regional pumping stations.

Operation Manager – Christopher Eddy, S-3, C-2
Responsible for the day-to-day activities related to operating the Authority’s treatment plants, pumping stations, metering stations, force mains, and related equipment. Also enforces regulatory requirements, permits compliance, and coordinates activities involving other departments for the Authority.

Maintenance Manager – Stephen Roga
Assists Operations Managers scheduling, personnel training, purchasing, inventory, preventive maintenance and down equipment repairs.

Assistant Maintenance Manager – Mike Hilty
Assists Operations Managers and Maintenance Manager with scheduling, personnel training, purchasing, inventory, preventive maintenance and down equipment repairs.

Plant/Inventory Administrator – John Robbins
The Plant/ Inventory Administrator provides various administrative support functions to the Operations Department and staff. Directly responsible for managing and overseeing the storage, organization, and movement of the Authority’s stock. Assists with billing and procurement related matters and does other related work and department support as required.
